Many bids start at what is owed in taxes. Also, most of the auctions are absolute auctions.
At an absolute auction, the property is sold for whatever the bid is.
There is no minimum for which the property must be sold.
Most properties are usually sold below their market value.
However, this is not always the case.
At times the bidding can be so competitive that bidders sometimes bid the prices up to market value and sometimes above.
